What are we proposing to do?

            Following on from the previous consultation undertaken by Wouldham Parish Council and Tonbridge & Malling Borough Council, Kent Highway Services are now implementing the traffic calming scheme within the village. For further details – please see the plan on the reverse of this sheet.

Where will the works take place?

            The works will take place on the main access roads into the village, including: Knowle Rd – The current 30mph limit will be extended and a double build out constructed where the new 30mph limit will be, in addition there will be 2 further build outs in a ‘chicane’ format nr the recreation ground. The 30mph limit on Wouldham Road will also be extended and a double build out, (chicane), will be constructed at this location. The 30mph limit on School lane will also be extended and additional signing & lining improvements will also be undertaken. In addition, there a will a small kerb build out on the western side of Hall Road at the junction with Knowle Road.

Why do we want to do this work?

Kent Highway Services are committed to improving traffic safety on the County’s road.  Concerns have been raised over Traffic speeds as vehicles enter the village, and Traffic calming features have therefore been proposed at various key locations

How will we carry out the work and how will it affect you?

The majority of the works will be carried out using temporary traffic signals, however it will also be necessary to close the following roads at various times, (Knowle Road & Wouldham Road). Any road closures will be fully signed and alternative local diversion routes will be set up and maintained. Every effort will be made to keep disruption for residents / traders to a minimum.

Vehicle access to private properties shall be maintained at all times although there may be odd occasions when the works on the existing driveways are being undertaken when minor delays could be experienced.  If your property is affected in this way you will be notified in advance of impending works to minimise any unavoidable disruption.

When will the work start and how long will it take?

Works have been programmed to commence on October 8th 2007, for approximately 5 weeks, (subject to suitable weather conditions). The contractor’s normal working hours are between 8am and 5pm Monday to Friday although weekend working may be considered in certain areas.

ANNUAL GENERAL MEETING

 

Minutes of the Annual Meeting of the Parish Council held at 7.30pm on Tuesday, 6th May, 2008, in the Village Hall, Wouldham.

 

PRESENT: Mr K. Malkinson, (Chairman), Mr D Adams, Mr T Fulwell,

Mrs. J Head, Ms. A. Parnell and Mr R Stone.

 

IN ATTENDANCE: Mr. R Dalton (Borough Councillor)

Mr. D Davis ( Borough Councillor)

PCSO Caroline Honeysett

Mr. M Ross (Clerk)

 

MEMBERS OF THE PUBLIC: There was 1 Member of the public present.

 

 

 

1. APOLOGIES FOR ABSENCE: There were no apologies for absence.

 

2. CHAIRMAN’S REPORT: The Chairman stated that once again he had issued a report in the form of an article entitled ‘Response’ which had been circulated throughout the Village. He referred to one or two of the salient points of this report, with particular emphasis on the need to try to ensure that Councillors are elected by the Village, rather than being co-opted or returned ‘unopposed’ and also the need for the PC to create it’s own website which will give them control over information that can be disseminated to all who are interested. The Chairman’s Report, in the form of the Response article, is shown at Appendix A to these minutes.

 

The Chairman then stepped down as Chairman and the control of the meeting was passed to the Clerk who asked for nominations for the Chairman of the PC for the ensuing year.

 

3. ELECTION OF CHAIRMAN: Mr K Malkinson was nominated by Mr R Stone and seconded by Mr. D Adams. There were no other nominations and accordingly Mr K Malkinson was elected Chairman of the PC for the ensuing year.

 

Mr Malkinson then took the Chair and sought nominations for the post of Vice Chairman of the Parish Council.

 

4. ELECTION OF VICE CHAIRMAN: Mr K Malkinson nominated Mr R Stone and this was seconded by Ms. A Parnell. Mrs J Head then nominated herself for Vice Chairman and this was seconded by Mr. D. Adams. In the light of the two nominations, a vote was called for with 3 votes in favour of Mr Stone (Cllrs. Malkinson, Stone & Parnell) and 3 for Mrs Head (Cllrs. Adams, Head and Fulwell). Because of the equal number of votes for each candidate, it was necessary for the Chairman to use his casting vote, which he did in favour of Mr. Stone. Accordingly Mr R Stone was duly elected Vice Chairman of the Parish Council for the forthcoming year.

 

5. DECLARATION OF ACCEPTANCE OF OFFICE: The Chairman and Vice Chairman, prior to continuing the business of the Parish Council, then signed the necessary Declaration of Acceptance of Office, which was made before the Clerk being the Proper Officer.

 

6. COUNCILLORS DUTIES: It was AGREED that the responsibilities of Councillors should remain as follows for the time being:

Recreation Ground – Cllr. Malkinson

Footpaths –Cllr. Stone

Common – Cllr. Head

Allotments – Andy Marr (Allotment Assn. rep.)

Village Hall – Cllrs. Malkinson, Stone & Head

Riverside – Cllr. Stone

Street Lighting – Cllrs. Adams & Head

Litter/ Cleaning – Cllr. Malkinson

Roads in Parish – Cllr. Head

School Governor and Pre School Liaison – Cllr. Adams

Grants – Clerk

 

7. MEMBERS OF THE PUBLIC: There were no issues raised by the member of the public.

 

The Annual Meeting closed at 7.50pm and the normal Monthly Meeting of the Parish Council commenced immediately thereafter.
