MINUTES

The minutes of the Parish Council meeting held on the 7th September 2010 were proposed by Cllr Stone and seconded by Cllr Adams, to be a true record of proceedings and it was agreed that they be signed by the Chairman.

MATTERS ARISING FROM THE MINUTES

Members agreed that any matters arising from the minutes would be dealt with under the appropriate heading, as the meeting progressed through the agenda.

DECLARATIONS OF INTEREST

Cllr Head declared a personal and prejudicial interest in any issue that arose relating to grounds maintenance work within the parish. She also declared a personal interest in items relating to the Tramway and the Allotments. The Chairman declared a personal and prejudicial interest in any issue that arose relating to Lafarge.

POLICE & COMMUNITY WARDEN’S REPORT

The police report had been circulated to Councillors prior to the meeting. PCSO Stoner reported that the landlord at Watermans Arms would be leaving after the weekend and that extra police cover would be patrolling the area at the weekend.

 

There was a break-in at the allotments, into sheds, over the last weekend. This would be recorded in next month’s crime figures.

 

The ‘Stranger Danger’ competition prize giving would be held at the school on 8/10/10, and the winners would collect their signs from the RBLI.

 

There is a Community Engagement event in the village on 9/10/10 at 2pm in the recreation ground car park.

 

Cllr Adams asked for an update on a mobile youth club. PCSO Stoner advised that PC Wilkinson is in the process of organising this and would hopefully come back to the Parish Council next month with more details.

BOROUGH COUNCILLORS REPORT

Borough Councillor Dalton reported on the draft report for local housing, to be circulated by the Clerk to Councillors. Comments are invited from the Parish Council.

 

An ASB meeting was held last month and they are fully aware of what is now going on in the 3 villages.

 

There had been a meeting with residents in Burham regarding the Fleur de Lys planning application.

COUNTY COUNCILLORS REPORT

Cllr Homewood reported on an email from the Community Safety Partnership which included crime figures for the Tunbridge and Malling area, Charlton Athletic free football sessions in Snodland and Kent Trading standards warning regarding loan company letters. The email had been circulated to councillors prior to the meeting.

 

Cllr Savage asked if Kent has a good supply of grit for the winter and Cllr Homewood confirmed that it had.

PLANNING:

Planning applications considered and commented upon, by Planning Committee:

An application had been received for School Farm in School Lane. The Planning Committee’s comments would be reported at the next meeting.

STREET LIGHTING:

There were not any new street lighting problems to report this month. The Clerk had chased Russet Homes regarding the 2 lights out in Hall Road again.

HIGHWAYS & VERGES

The Clerk reported that a meeting has been arranged with Highways on 7/10/10 to look at the possibility of a barrier on the traffic calming in Knowle Road at end of the steep part of footpath MR179.

 

The Clerk reported that she has been passing on information to Highways regarding the frequency and time of vehicles parked outside of 29-31 High Street in support of placing bollards here. Highways will make a final decision in the next few weeks.

FOOTPATHS/PROW

Cllr Stone reported on the Valley of Visions project. Ferry Lane footpath has now been cut and the gateway sculpture site area has been re-landscaped. The Clerk advised that work promised on footpath MR1 by David Munn, PROW, is top of their list and it is hoped that the work will be carried out by Christmas.

 

The Chairman reported that the kissing gate has been installed at the top of the Black Robin footpath – MR6. Cllr Stone, along with the Clerk, is looking into the Kent 25 free tree offer and purchasing further trees for footpath MR1, under the VOV scheme.

ALLOTMENTS

The Chairman reported that he had been made aware of the break-in at the allotments. Cllr Adams asked, on behalf of the allotment holders, if the Parish Council would be interested in providing a hawthorn hedgerow along the fence perimeter. It was agreed that the allotment holders should look into measuring the area to see how many trees they would need. The Parish Council would then be able to consider this request once costs are known.

There was not any further progress with the easement to report.

VILLAGE HALL

Cllr Stone reported that the electricity certificate would be done next week, along with any heater repairs. The Clerk reported that the outside security light was not working. Cllr Head reported that the window locks on the front windows did not lock properly. Cllr Stone agreed to look into these for repair.

RECREATION GROUND

The Chairman reported that the fitness equipment was now installed. Cllr Adams reported back on positive comments he had received regarding the equipment and had been asked if more equipment would be installed. It was agreed that the Parish Council would look into any further grants available for the funding of further pieces of equipment if the current equipment proved successful.

The refurbishment of the Teen Shelter had been delayed until this week.

 

The Clerk reported that she was still waiting for a quote from Fawns for the maintenance work following the Ropsa inspection. Details would be forwarded to councillors once received. Headland had carried out the work from the report as instructed.

FINANCE

General – Annual Return – The clerk advised that she had now received the Annual Return and this had been signed off. The External Auditor’s report had requested a review of the effectiveness of the Parish Council’s system of internal audit. The Clerk would look into this. It also mentioned that formal risk assessment had not been carried out for 2009-10, but noted that it had been carried out for 2010-11.

Quarterly Budget statement – This had been circulated to all councillors prior to the meeting.

SPECIAL ITEMS

Items for the Church Newsletter – Cllr Stone requested an item to be included in the newsletter asking the public to keep to the footpaths and off farmers fields, particularly at this time of year.

Poppy Wreath / Attendance at the Remembrance Service – The Clerk confirmed that a wreath has been ordered. Cllr Savage agreed to attend the remembrance service, representing the Parish Council. The Clerk would arrange for the wreath to be delivered to Cllr Savage.

CORRESPONDENCE LIST: The list of correspondence received and letters sent during the last month had been circulated to all councillors prior to the meeting.

COUNCILLORS/CHAIRMAN/CLERK

 

Cllr Parnell advised that a sign, with Pilgrims Ways on it, at the T-junction with Knowle Road and Pilgrims Way is covered with overgrown vegetation. It was agreed that the clerk would report this to Highways.
