MINUTES

The minutes of the Parish Council meeting held on the 5th October 2010 were proposed by Cllr Stone and seconded by Cllr Adams, to be a true record of proceedings and it was agreed that they be signed by the Chairman.

MATTERS ARISING FROM THE MINUTES

Members agreed that any matters arising from the minutes would be dealt with under the appropriate heading, as the meeting progressed through the agenda.

DECLARATIONS OF INTEREST

Cllr Head declared a personal and prejudicial interest in any issue that arose relating to grounds maintenance work within the parish. She also declared a personal interest in items relating to the Tramway and the Allotments. The Chairman declared a personal and prejudicial interest in any issue that arose relating to Lafarge.

POLICE & COMMUNITY WARDEN’S REPORT

The police report had been circulated to Councillors prior to the meeting. PCSO Stoner reported that there had been another break-in at the allotments through the fence at the side belonging to the Parish Council. The Chairman advised that he had been made aware of this.

 

The Police Surgery held prior to Parish Council meetings has now been cancelled and will be held on the Mobile Library days.

 

Cllr Parnell raised concern at the continued break-ins at the sub station. It has been recorded as criminal damage as EDF were not aware that anything had been taken. EDF have their own people who would look into site security.

 

Community Warden Liepnik reported on damage to Trenport fences. All Councillors had been forwarded an email showing photos of the damage.

 

He had attended Trafalgar Day at the school and had been helping with the shoebox appeal (donations still welcome).

 

The Fire Brigade are carrying out a clean/sweep day in Burham this month; fixing smoke alarms and safety checks. It is hoped that if successful, this will be held in Wouldham next.

MEMBERS OF THE PUBLIC

Mrs Parris reported on the photographic exhibition held last weekend, which she had helped organise along with Cllrs Head and Savage. It had been a great success and further exhibitions are planned for next year. Cllr Head advised that the Photo Exhibition Committee asked the Parish Council to consider purchasing Exhibition boards. It was agreed that Cllr Head would obtain quotations and notify the Clerk when to put this on the agenda for further discussion.

 

It was reported that there are 2 skips in the road outside 57/58 High Street plus rubbish in the road. It was agreed that the clerk would check with TMBC to see if the skips have a license in place as they are not lit and could cause a hazard at night.

PLANNING:

Planning applications considered and commented upon, by Planning Committee: TM/10/02529/FL – Change of use of former farm buildings to 3 residential dwellings, associated alterations to buildings, associated garaging/storage and formation of residential curtilage, demolition of modern buildings within site at School Farm, School Lane, Wouldham – No objections providing provision is made to preserve the Barn Owl habitat.

 

Cllr Fulwell asked if provision had been made for a footpath in front of the farm. The Chairman advised that it hadn’t but this is only outline planning at this stage.

Other Planning Issues: The Clerk advised that she had contacted Planning Enforcements regarding the alleged timber construction by the river edge, left of the Trafalgar Close open space and they had advised that they are still carrying out their investigations.

STREET LIGHTING:

There were not any new street lighting problems to report this month apart from the 2 lights still out in Hall Road and the Clerk had already spoken with Russet Homes again.

HIGHWAYS & VERGES

The Clerk reported that KHS have finally agreed to put in bollards on the pavement outside 29/31 High Street providing all residents here are happy with this. KHS will be sending letters to the residents concerned.

 

Cllr Head reported workmen’s signs left in the Knowle Road and School Lane and it was agreed that the Clerk would contact KHS.

 

The Clerk reported that KHS had advised that the salt bin request in School Lane had been unsuccessful as there were already 3 salt bins in various locations in School Lane. The locations of existing salt bins was discussed and it was felt that they were all needed in their current locations.

 

KHS’s offer of a jumbo salt bag was discussed but Wouldham was unable to offer a secure location for storage or arrange distribution.

FOOTPATHS/PROW

Cllr Stone reported that he had received the 3 way marker posts for the Ferry Lane footpath and they would be installed soon. He also advised that due to cut backs, the PROW cutting schedule may be reduced next year.

 

Cllr Fulwell asked if the footpath from Ivy Cottage to Rochester Road was on the cutting schedule, as it didn’t appear to have been done. Cllr Head advised that as far as she was aware this was on the schedule.

 

Cllr Head asked how the purchase of the land at Ferry Lane was progressing. The Chairman advised that the Parish Council had done what it could so far but the hold up was with Lafarge. It was agreed that the Clerk would contact Mark Heeley for an update.

 

Cllr Head asked if all the Valley of Visions money had been spent. The Chairman advised that nearly all of the £20,000 had been allocated. There was still 2 interpretation panels at the Ferry Steps and Wouldham Common to complete and landscaping of the sculpture site to carry out.

The Chairman agreed to contact a contractor to look at repairing the fence following on from the break-in.

WOULDHAM COMMON

There was not any further progress with the easement to report. Cllr Head advised that Headland would be working on the Common next month and she agreed to email the details of the work to the Clerk.

VILLAGE HALL

Cllr Stone reported that a Village Hall Management Committee meeting had been held last month. An electrician has visited the hall and done a test certificate. Cllr Stone is now waiting for a quote for the work, some of which will only be recommendations. The water heaters in the toilets will be replaced.

 

The Clerk had contacted the floor contractor and he had contacted the varnish company, Bona. We are waiting to hear as to when a representative from Bona will visit to inspect the floor.

 

A fire maintenance inspection had been carried out, but they had replaced equipment without prior notification to the Clerk. Payment was being held back whilst this was being investigated further.

 

Cllr Stone thanked Cllr Savage for repairs to the window locks. Cllr Savage advised that the back door handle would need replacing at some stage.

 

Cllr Head asked if the neighbours to the Village Hall still paid rent for the use of the village hall ground. Cllr Stone advised that this was not in place since the new neighbours had moved in but agreed to look into this. Cllr Head also suggested that the shared access and boundaries are looked at the side and bottom of the hall land. RECREATION GROUND

Cllr Fulwell advised that the teen shelter had been repainted and concrete floor put in but he noted, about 10 days ago, that the windows were missing. The windows are due to be refitted and 1 replaced. It was agreed that the Clerk would check with Fawns.

 

Cllr Fulwell advised that the double air walker legs are set at different levels and need to be swapped around. It was agreed that the Clerk would contact Fresh Air Fitness.

 

The Clerk reported that she had contacted TMBC regarding using part of the commuted sum of money for the playground repairs and was awaiting a response.

 

The Clerk reported that Fresh Air Fitness had provided her with some grant information for the further purchase of the outdoor gym equipment. It was agreed that the Clerk should look into this as the equipment was proving to be very popular with teenagers and adults.

SPECIAL ITEMS

Items for the Church Newsletter – It was agreed to report on the success of the photographic exhibition including the attendance of relatives of Henry Peters. The Clerk asked if it could be reported that the Fitness Equipment was purchased using a COMMA grant as it was part of the grant condition to advertise this. The Clerk also asked Cllr Head if she could put something on the website. It was agreed that the Clerk would email the information to Cllrs Head and Parnell.

Standing Orders - The Chairman reported that there had been a number of queries regarding the standing order document over the last couple of weeks and suggested that the Parish Council hold an extraordinary meeting to discuss this. It was agreed to hold a meeting on Tuesday 16th November at 7.00 pm and the Clerk would circulate an agenda. The Clerk advised that the full standing orders come from Nalc (National Association of Local Councils). The Parish Council had purchased the book ‘Standing Orders for Local Councils’ and the Clerk advised that they can also be viewed on the Nalc website.

CORRESPONDENCE LIST: The list of correspondence received and letters sent during the last month had been circulated to all councillors prior to the meeting.

 

The Clerk reported that she had been handed a letter prior to the meeting from Mrs Daphne Parris requesting to be considered for the Parish Councillor vacancy. It was agreed that the Clerk would circulate Mrs Parris letter and CV to all councillors and this would be put on the agenda, under co-option of a new councillor, for the December Parish Council meeting.

 

The Clerk reported that she had received a request from a resident for skateboard/bike ramps. The clerk had obtained some brochures and price lists which were passed round to councillors. She had also spoken with the Clerk at Burham as they were currently looking into putting a concrete skateboard ramp in at a cost of around £120,000 if they can obtain grant funding. The Clerk advised that she had also spoken with PCSO Stoner who confirmed that youths in the village had spoken with her about the possibility of skateboard/bike facilities.

 

It was agreed that the Clerk would write back to the resident to advise that the Parish Council would look further into the cost, the insurance and the need for this facility.

COUNCILLORS/CHAIRMAN/CLERK

 

Cllr Parnell advised that people were parking up on the pavement in Oldfield Drive causing problems for people walking on the footpath especially with a pram. It was agreed that the Clerk would contact PC Jackie Wilkinson regarding this, advising that weekends, especially Sunday morning was the worst time for this.

 

The Clerk advised that although the TMBC grant contribution under section 136 (covering open spaces, cemeteries and streetlighting) was secure for 2011/12, there were rumours of cutback in the future in the TMBC area, as cutbacks to this grant have already been made to Parish Councils under Maidstone District Council from 2011/12. The Clerk was making sure all records were up to date for areas of maintenance in the village which the Parish Council are responsible for. The Clerk asked Cllr Head if she could provide her with a map showing the area’s in the village where Headland carried out maintenance and a cutting schedule, as she could not find this on the files. Cllr Head agreed to forward this information to the Clerk.
