MINUTES

The minutes of the Parish Council meeting held on the 2nd November 2010 the Extraordinary meeting held on the 16th November 2010 were proposed by Cllr Stone and seconded by Cllr Adams, to be a true record of proceedings and it was agreed that they be signed by the Chairman.

CO-OPTION OF NEW COUNCILLOR

 

A letter had been received from Mrs Daphne Parris offering herself as a Councillor. The letter had been circulated to all councillors prior to the meeting. The Chairman proposed that Mrs Parris join the Parish Council. All members agreed that Mrs Parris should be co-opted onto the Parish Council. The Clerk then asked Mrs Parris to sign the Declaration of Acceptance of Office, which she duly did, and which was then signed by the Clerk as Proper Officer to the Parish Council. The Chairman then invited Mrs Parris to join the meeting.

MATTERS ARISING FROM THE MINUTES

Members agreed that any matters arising from the minutes would be dealt with under the appropriate heading, as the meeting progressed through the agenda.

DECLARATIONS OF INTEREST

Cllr Head declared a personal and prejudicial interest in any issue that arose relating to grounds maintenance work within the parish. She also declared a personal interest in items relating to the Tramway and the Allotments. The Chairman declared a personal and prejudicial interest in any issue that arose relating to Lafarge.

POLICE & COMMUNITY WARDEN’S REPORT

The police report had been circulated to Councillors prior to the meeting. PCSO Stoner reported that there had been a number of vehicle crimes over the last few days due to abandoned vehicles in the snow. Operation Cubit had taken place on 24th/25th November in Hall road and a vehicle without road tax had been removed.

 

The EDF sub station thefts were discussed and it was agreed that the Clerk would write to EDF asking them to improve their security at the site and to find out what actions they have put in place to prevent further thefts.

 

Cllr Adams asked about a mobile youth facility and PCSO Stoner confirmed that it already visits the village on Friday pm in the car park. It was agreed that more extensive advertising of this facility is required and PCSO Stoner agreed to pass on more details of times etc to the Clerk. Cllr Davis confirmed that the Parish News magazine would be happy to advertise this for free. The Clerk would forward the information to everyone once received.

 

PC Wilkinson is setting up a Youth Forum in the New Year as many youngsters had expressed an interest in this.

 

The Community Warden’s report had been circulated to Councillors prior to the meeting.

BOROUGH COUNCILLORS REPORT

Cllr Davis reported on the Fleur de Lys planning application in Burham. It had been deferred from the Area 3 meeting to a site meeting on 30/11/10 and then the applicant changed the details and they are now waiting for a new date for this to be heard.

 

A 3 village ASB meeting had been held last month. There was a slight increase in crime in Burham, otherwise there was nothing to report.

 

The flooding report, submitted to KHS in February 2010, had been actioned behind the scenes but there has been an extensive change to the Drainage Team. Once settled, Cllr Davis will review what has been achieved and what needs to be done.

 

Cllr Davis had approached KCC, the Council Member and TMBC Engineers in regard to getting School Lane put on the winter maintenance schedule as it is one of the 2 major exits from the village to the north and is important exit now Oldfield Drive has been developed. Cllr Stone advised that School Lane is not on the schedule for the farmer’s snow plough and Cllr Davis suggested that this should be looked at, especially as Councillors were of the opinion that School Lane is a better exit from the village due to more visible site lines and less of a hill compared to Knowle Road.

 

The salt bins had been refilled with marine salt rather than just salt. Cllr Savage raised concern about sand getting into the drainage. Maintenance on the drains/gullies was discussed and Cllr Davis advised that when the Parish Council meets again with the Drainage Team, maintenance programmes regarding the gully cleaning needs to be discussed.

MEMBERS OF THE PUBLIC

A Member of Public asked the Parish Council if they knew if a new date had been set for the installation of the bollards in the High Street. The Parish Council confirmed that the work would still go ahead but had been delayed due to the weather and it was agreed that the Clerk would speak to KHS to obtain a new date. Cllr Dalton would also chase this up. The Member of Public thanked the Parish Council for their help in getting the agreement in place for the installation of the bollards.

STREET LIGHTING:

Cllr Adams reported that there was an intermittent fault on streetlight J0B0 007, adjacent to 6 Oldfield Drive. It was agreed the Clerk would report this fault. Cllr Parris reported that the 2 lights were still out in Hall Road. It was agreed that the Clerk would contact Russet Homes yet again expressing the Parish Councils concern here.

HIGHWAYS & VERGES

It was agreed to send a letter of thanks to J. Gore and his son, thanking them for their help in clearing the snow in the village, especially in School Lane.

 

Cllr Fulwell asked what was happening with the proposed barrier at the end of footpath MR179. The Clerk confirmed that the work had been agreed by KHS and this was on KHS’s schedule to be completed in the New Year.

FOOTPATHS/PROW

Cllr Stone reported that the way marker posts have been installed along the Ferry steps footpath.

 

Cllr Fulwell asked if the footpath from Ivy Cottage to Starkey Castle had been cut and Cllr Head confirmed that this had been strimmed.

ALLOTMENTS

The fence has not been fixed yet and the Chairman agreed to contact the fencing contractor again as the work had been delayed due to the snow.

WOULDHAM COMMON

The Clerk advised that the Parish Council’s solicitor, Kingsley Smith, had advised that they have now received some paperwork concerning the easement and would be looking through this.

 

The installation of a fire pit was discussed. It was agreed that the Clerk would look into funds left/future funding for this and check the insurance aspect.

VILLAGE HALL

Cllr Stone reported on his meeting with the Bona floor rep. The floor is pine, which is a soft wood, and the school chairs are denting the floor. It would probably last around 5 years so it was agreed to leave the floor as it is and review the situation when the floor gets in a worse state, maybe the considering a lino flooring option.

Two quotes have now been obtained for the Village Hall electrics upgrade.

 

A meeting with a Village Hall advisor from Acre is planned for 13/12/20010 to look into all the village hall issues.

 

It was agreed that the caretaker should clear the snow and salt the path to the hall front door and the steps to the toilet block. Cllr Stone agreed to speak with the caretaker.

RECREATION GROUND

Cllr Parnell advised that the one of the swing seats and a horse seesaw seat are broken. It was agreed that the Clerk would look into getting these repaired.

 

The gate into Knowle Road needs a new spring. The Chairman agreed to speak to the same fencing contractor who is repairing the allotment fence regarding this matter.

 

The double air walker legs had now been adjusted and the windows are due to go into the Teen Shelter once they have been delivered to Fawns.

SPECIAL ITEMS

Items for the Church Newsletter – It was agreed that the Clerk would email details on the Youth facilities to Cllr Parnell once she received the information from PCSO Stoner. Cllr Parnell would write about the proposed Youth Forum, Cllr Davis report, the Community Warden’s report, snow clearing and encouraging community spirit to clear snow, thanking J.Gore for snow clearing in the village and the on-going dog fouling problem.

 

Knowle Pit/Tramway – The Chairman reported that we have heard from Mike Bax that the Trustee’s of the Maths School are not willingly to surrender the Lafarge lease on Knowle Pit. Discussion took place on how the Parish Council can now look to protect the pit. Mike Bax would like to discuss the Tramway with the Parish Council representatives to see how they can help the Parish Council with their planned access road and to provide parking in the Tramway. It was agreed that the Clerk would arrange a meeting so the Parish Council can look at the Maths School plans for this area.

DATE OF THE NEXT MEETING: The next meeting will be held on Tuesday 4th January 2011 at 7.30 pm and the Precept meeting on Tuesday 18th January 2011 at 7pm.

COUNCILLORS/CHAIRMAN/CLERK

 

Cllr Parris asked if the Parish Council could find out what is being done regarding clearing the snow/ice from Russet Homes in Hall Road for the elderly residents. It was agreed that the Clerk would contact Russet Homes to find out their obligations for snow clearance and also to KHS to establish their obligations here as well. The Chairman also agreed to find out if Burham and Eccles Russet Homes have similar problems.

 

Cllr Head requested the key for the Village Hall notice board for the Photographic Exhibition Committee use. It was agreed that the Clerk would pass on the key to Cllr Head.

 

The Clerk advised that Wouldham Primary School had reached the final of Heart FM’s Xmas Factor and an email had been circulated to councillors regarding this. The Clerk asked Councillors to pass the email onto any residents who might be interested.
